Liquid medicinal agent dispensing device comprises a container configured to contain a liquid medicinal agent and having a dispensing tip configured to dispense doses of a liquid medicinal agent; cap with an opening configured to be mounted over at least a portion of the container, including the dispensing tip of the container, and having one or more ventilation holes, which allow the air to pass into the space and from the space formed between the cap with the opening and the dispensing tip; second cover cap placed over at least a portion of the cap with an opening; and a seal of the first opening control mechanism connected to the second cover cap, as well as with a container and a lid with an opening, with one of them, or with both. Also disclosed is a method for liquid medicinal agent dispensing.
