SUBSTANCE: invention relates to mobile communication. Method of building a virtual closed network is based on the use of a dynamically changing bunch of telephone numbers of protected subscribers. Kernel software module generates two subscriber numbers: a public telephone number that is displayed on the phone screen by the callers, and an internal telephone number that periodically changes and to which the redirection from the public number of the protected subscribers is established for incoming and outgoing calls and SMS messages. Kernel software module controls a bunch of public and internal telephone numbers of protected subscribers and establishes periodically changing redirects to the numbers of the protected subscribers, contains algorithms for changing the location of protected subscribers, filters and manages telephone calls and SMS messages of protected subscribers and contains rules for their protection when localizing through packet data transmission.

EFFECT: technical result of the invention consists in protection from location determination of mobile network subscribers.
