SUBSTANCE: video data decoding method comprises the step of obtaining, from the binary signal stream, which includes encoded video data, a section header of the current section of the current image from the video data. The set of the reference images for the current image consists of the following subsets of the reference images: RefPicSetStCurrBefore, RefPicSetStCurrAfter, RefPicSetStFoll, RefPicSetLtCurr, and RefPicSetLtFoll. The reference images in RefPicSetLtCurr and RefPicSetLtFoll are long-term reference images (LTRP), and the reference images in RefPicSetStCurrBefore, RefPicSetStCurrAfter, RefPicSetStFoll are short-term reference images. In the section header, a set of one or more LTRP entries is received. Each corresponding LTRP entry from a set of one or more LTRP entries is a tuple consisting of the first syntax element and the second syntax element.
