SUBSTANCE: video data decoding method comprises the steps of: decoding the first value representing the difference between the value of the most significant bits (MSB) of the picture order counter (POC) value of the current picture of the video data and the value of the first MSB of the first POC value of the first long-term reference picture of the video data; decoding the second value representing the difference between the value of the second MSB of the second POC value of the second long-term reference picture of the video data and the value of the first MSB, wherein the first POC value and the second POC value have different least significant bit (LSB) values; and decoding at least a part of the current video data picture with respect to at least one of the first long-term reference picture using the first value and the second long-term reference image using the first value and the second value.
EFFECT: increase the efficiency of encoding, decoding video due to improved alarm of long-term reference pictures.
