SUBSTANCE: video data decoding method in which syntactic element data is decoded for a plurality of images in an image encoding order. The syntactic element data indicates that each of the plurality of images is available for use as a long-term reference image; slice header for the video data slice is decoded. The slice header includes a syntactic element indicating the number of long-term reference images derived from the sequence parameter set; it is determined whether the long-term reference image from the plurality of images is explicitly signaled in the slice header or is derived from the sequence parameter set corresponding to the slice; when the long-term reference image is explicitly signaled, the decoding of the slice header additionally comprises the stage of decoding the value for the identification information for the long-term reference image in the slice header.
EFFECT: decreased number of bits used to signal syntactic elements.
