MME sends the AMBR UE in the primary eNB, which provides for the coverage of the UE serving cell, and the AMBR UE in the secondary eNB to the primary eNB. Primary eNB sends the AMBR of the secondary eNB to the corresponding secondary eNB.

EFFECT: technical result is to ensure that the full rate of all services without the guaranteed bit rate (GBR) of the UE does not exceed the UE-AMBR, in the case where the UE has multiple bearer channels S1 or one bearer channel S1.
