SUBSTANCE: moving image decoding device includes a decoding unit for decoding information representing a predicted motion vector (PMV) to be selected from the list of the PMV candidates; a block for generating the PMV candidates to obtain a plurality of the PMV candidates and creating a list of the PMV candidates; a block for removing the redundant PMV candidates having the same values of vectors from the list of the PMV candidates while retaining at least one candidate; a block for adding the PMV candidates when the number of the PMV candidates on the list of the PMV candidates after removing the redundant PMV candidate is less than a certain number of the PMV candidates; a block of selecting the PMV based on information representing the decoded PMV to be selected; and a block for computing the motion vector by adding the selected PMV and the difference of the motion vectors.
EFFECT: increase in the efficiency of image decoding.
