SUBSTANCE: group of inventions relates to video encoding / decoding technologies that perform prediction on reconstructed image and perform data compression by quantization. Video decoding device for decoding image blocks using a quantization step size is proposed. Device contains the first art of process for obtaining the first quantization step size that controls degree of return quantization, wherein the quantization step size is assigned to a neighboring image block that has already been decoded. Device also comprises the second art of process for obtaining the second quantization step size that controls degree of detail of return quantization, the second quantization step size being assigned to an image block that has been decoded immediately before. Selection means for selecting the first quantization step size or the second quantization step size.

EFFECT: technical result is to increase the efficiency of video decoding for decoding image blocks using size of the quantization step.
