FIELD: data processing.
SUBSTANCE: invention relates to the video encoding / decoding technologies, which perform prediction relative to the reconstructed image and perform the data compression by means of quantization. Proposed is the video encoding device, adapted to the quantization step size frequent changing while reducing the code rate growth rate in order to allow the high quality moving image encoding, comprising the quantization step size encoding module for the quantization step size encoding, which controls the quantization resolution, the quantization step size encoding module includes the step size prediction module for the quantization step size predicting, which controls the quantization granularity resolution by using assigned to the already encoded neighboring image blocks quantization step sizes.
EFFECT: technical result is increase in the video encoding efficiency for the image blocks encoding using the quantization step size.
