Disclosed is a video decoding device based on inverse quantisation of input compressed video data for executing a process of generating image data as a set of image blocks, comprising: a quantization step size decoding device for decoding the quantization step size, which controls inverse quantisation degree of detail; and a prediction image generating means for generating an image block prediction image to be decoded by using an image decoded in the past, and predetermined parameter information with respect to the prediction method of predicting image generation, wherein the quantization step size decoding device predicts the quantization step size, which controls the degree of detail of inverse quantisation by using said parameter used to generate a prediction image, and the size of the quantization step assigned to the adjacent image block which is already decoded.

EFFECT: high efficiency of encoding video using quantization step size.
