SUBSTANCE: video decoding apparatus for decoding the image blocks based on the inverse quantization of the input compressed video data, adapted to perform a process of forming image data as a set of image blocks, comprising: a quantization step size decoding means for decoding quantization step size which controls the rate of return of detail quantization and predictive picture formation means for forming the projected image of the image block, which is the first to be decoded by using already-decoded image and the prediction image parameter, wherein the means for decoding quantization step size predicted quantization step size which controls the level of detail of the inverse quantization, by using mentioned image prediction parameter.
EFFECT: ensuring the re-formation of a high-quality moving image.
