SUBSTANCE: method for manufacturing panels with a decorative surface in which said panels (7) comprise at least substrate (8) and upper layer (9), in which said top layer (9) comprises paper layer (2) with a printed image, and in which said method comprises at least a step (S1) providing said paper layer (2) with thermosetting resin (3) and a step of providing, at said resin-provided paper layer (2), at least a portion of said printed image. In order to provide said part of said printed image, pigment-containing paints applied to said paper layer (2) using digital inkjet printer (18) are used. Dry residue of the total amount of said pigment-containing paints applied to said paper layer is less than 9 g/m2, and as the said pigment-containing paint, a water-based paint is used.
