SUBSTANCE: invention relates to computer engineering. Computing device for encoding video comprises a video encoder configured to perform operations to encode video for a video sequence, which operations include: setting a coded picture buffer removal delay (CPBRD) delta value for a given access unit for the current image of the video sequence, wherein the current image has a message with supplemental enhancement information (SEI) about the buffering period relating to the current image; setting a flag value for said given access unit; and signalling the CPBRD delta value and the flag value for said given access unit in the SEI message about the buffering period related to the current image; and a buffer adapted to store the encoded video for output.
EFFECT: technical result is simplification of concatenation operation.
