SUBSTANCE: invention relates to means of encoding and decoding a broken stream. Bitstream containing one or more sets of output layers (OLS) and a set of video parameters (VPS) defining OLS are received, wherein the bitstream is obtained from the bitstream conformity test sets, which test each operating point (OP) of each OLS given by the VPS, wherein the VPS comprises hypothetical reference decoder (HRD) parameters, wherein the HRD parameters comprise an HRD encoded image buffer counter (hrd_cpb_cnt_minus1), where hrd_cpb_cnt_minus1 plus one determines the number of alternative delivery schedules of a coded image buffer (CPB), and the hrd_cpb_cnt_minus1 value is limited to the range from zero to thirty-one, inclusive. Images from OLS are decoded.
EFFECT: improved compression ratio with virtually no loss of image quality.
