SUBSTANCE: invention relates to video encoding means. Receiving a bitstream having a plurality of layers and a video parameter set (VPS), wherein the VPS includes a forward link layer flag (vps_direct_ref_layer_flag), wherein the forward link layer flag equal to 0 indicates that the second layer j is not a forward link layer for the first layer i, and the forward link layer flag equal to 1 indicates that the second layer j is a forward link layer for the first layer i, where i and j are values of indices of layers. Reference layer flag (LayerUsedAsRefLayerFlag[j]) is obtained by setting the flag of the reference layer to 0 and updating the flag of the reference layer to 1 when the flag of the forward link layer is equal to 1. Image from the first layer i is decoded in accordance with the flag of the reference layer to obtain a decoded image. Reference layer flag determines whether a layer with a layer index j is used as a reference layer for any other layer.

EFFECT: high efficiency of video encoding.
