SUBSTANCE: invention relates to the petrochemical industry and relates to a method for producing a bituminous binder for roofing materials (bitumen) in which a mixture of heavy residual petroleum fractions and distillates of vacuum distillation of fuel oil is subjected to oxidation, while a mixture of a "darkened" product of vacuum distillation of fuel oil, the so-called metallized fraction withdrawn from the collecting plate of the vacuum column washing section, with a conventional viscosity at 80 °C 8–14 s, the percentage of selection to 3.5 % and tar of conditional viscosity at 80 °C 90–150 s, taken in weight ratios from 80:20 to 21:79, raw materials are oxidized at a temperature of 200–245 °C, specific air flow rate 50–110 m³/h for 1 ton of raw materials and oxidation time 4–9 h, as a result, an inexpensive bitumen binder for roofing materials with high consumer properties, high plasticity and other quality indicators is produced, while a high yield of the final product – bitumen – is provided, as well as simplifies the way it is produced, energy costs are reduced when it is received, and raw materials for the production of roofing materials are expanded.
