SUBSTANCE: invention relates to the underwater and air crafts with rotary propulsors. Submarine or aeronautical vessel contains the strong hermetic hull and propulsor, which is made in the form of vortex pair generator. Hull and propulsor are made in the form of coaxial thin-walled circular or elliptical toroidal shells. Hull shell is located inside the propulsor shell, installed with possibility of rotation around the hull shell at an angular velocity of up to ω=Vmax/a, where Vmax is the vessel forward movement maximum speed, a is the propulsor toroidal shell cross section radius.
EFFECT: invention is aimed at the drag reduction and the power consumption minimization in the cruising speed mode.
