Device for delivery of a physiologically active or medicinal preparation is made in the form of one or more delivery cells consisting of an electrically controlled material on a substrate of a physiologically inert material. In this case, the electrically controlled material is a safety valve and a container from an equilibrium swelling in water or a physiological solution and containing in its volume an immobilized physiologically active or a drug of a polyelectrolyte polymer film, both surfaces of which are saturated with an electrically conductive polymer and in contact with one or more pairs of electrodes attached to the substrate, while the film covers with its surface a substrate.

EFFECT: invention provides a device capable of combining the properties of reversible deformation and erosion under the influence of an electric field, which makes it possible to use the device in the form of a safety valve and as a container-container containing a physiologically active substance or an immobilized drug.
