SUBSTANCE: group of inventions refers to a mobile communication system that includes: a terminal, a base station of a source transfer point to which the terminal is connected prior to moving; the base station of the final transfer point to which the terminal is connected after the transfer; and a device of a higher order, which has under its control the base station of the originating point of transfer and the base station of the final point of displacement. Control information for speech coding at the base station of the originating point of transfer and at the base station of the final destination point is set in advance, the base station of the originating point of the transfer includes the control information of its own station in the first message and transmits this first message to a higher order device, and the higher order device includes control information of the base station of the originating transfer point in the second message and transmits this second message to the base station of the final transfer point.

EFFECT: technical result consists in providing voice communication with the support of the operating mode without a transcoder in case of moving the terminal.
