SUBSTANCE: use for exploration of any water areas of the World Ocean. Essence of the invention lies in the fact that a predetermined portion of the sea surface is irradiated at angles of incidence, when the backscattered signal determines the resonance mechanism by microwave radio waves on the vertical and horizontal polarizations, while a backward scattered signal is received at the same frequency on the vertical and horizontal polarizations, the polarization ratio is calculated, the same portion of the sea surface is irradiated with radio waves at the same frequency at low angles of incidence, when the backward scattered signal determines the mechanism of quasi-mirror reflection, the variance of the local sea surface inclination angles is determined, the polarization ratio is recalculated from the dispersion values obtained, to the situation where the resonance waves propagate along a flat surface, and the relative permittivity is calculated from it.
EFFECT: increased accuracy of measurements is provided.
