SUBSTANCE: invention relates to computer engineering. Image encoding device comprises a first module for forming a second image of a layer; encoding module of the first region in the first image and the second region corresponding to the first region in the second image; if the first area is an area which is limited the way it does not refer to the area in the first image, except the first area, and is an area subjected to encoding using interframe prediction, which refers to at least part of the second image region, then the encoding module encodes the first area with reference only to the second area as part of the area in the second image, encodes the second area without accessing another area in the second image, and the information encoding module encodes information that indicates that the interframe prediction limits the access to the region, except for the second region, if the second region has access to the second image.
EFFECT: technical result consists in the ability to specify a fragment that allows independent encoding and decoding in hierarchical coding.
