SUBSTANCE: image decoding device comprises: an information decoding unit, which decodes the SEI message with supplemental enhancement information (SEI) indicating a constraint associated with the decoding process of the set of fragments composed of one or more fragments, wherein the SEI message includes top_left_tile_index (upper left fragment index) indicating the position of the upper left fragment included in the set of fragments; and a decoding unit which decodes the first set of fragments in the first image and the second set of fragments in the second image according to the SEI message, wherein the first image corresponds to the first layer, and the second image corresponds to the second layer, which is different from the first layer, wherein if the information decoding unit decodes the SEI message, the second set of fragments is placed in the second image in a position corresponding to the first set of fragments.
