SUBSTANCE: image decoding device contains: an information decoding module that decodes a message with supplemental enhancement information (hereinafter – SEI) indicating a restriction associated with the process of decoding a set of fragments composed of one or more fragments, and the SEI message includes the index of the lower right fragment indicating the position of the lower right fragment included in the set of fragments; and a decoding module that decodes the first set of fragments in the first image and the second set of fragments in the second image according to the SEI message. The first image corresponding to the first layer and the second image corresponding to the second layer that is different from the first layer. In the case that the information decoding module decodes the SEI message, the second set of fragments is placed in the second image in a position corresponding to the first set of fragments.
