SUBSTANCE: invention relates to computer engineering. Image decoding device comprises an intra prediction module for performing when the encoding mode for the encoding block is an intra encoding mode, an intra-frame prediction process over each of the processing units to form a predictive image, each of said processing units being a coding unit or a sub-block, obtained by separating said coding block, wherein when the intra prediction parameter indicates a vertical prediction process, the intra prediction unit sums some value with a signal value of a pixel adjacent to the upper part of said processing unit, and outputs the result of the summation as a predicted value of said prediction image, moreover, said value is proportional to the magnitude of the change in the vertical direction of the values of the signals of the pixels adjacent to the left side of said processing unit.
EFFECT: technical result is to improve the quality of images due to the implementation of high-precision prediction.
