FIELD: image processing means.

SUBSTANCE: invention relates to encoding/decoding images. Image decoding device comprises: a decoder that decodes the first information from the encoded data indicating, whether the filter parameter for the largest coding block to be decoded is the same as for the other largest encoding block that is adjacent to the upper side or left side of the largest encoding block, and decodes the second information indicating whether to perform the filtering process with respect to the encoding block separated from the largest encoding block; and a filter that, when the second information indicates that the filtering process is not performed with respect to said encoding unit and when the first information indicates that the filter parameter for the largest encoding block is the same as for the other largest encoding block, performs the filtering process with respect to the largest encoding block, excluding the said encoding block with a filter parameter for another largest encoding block, and generates a decoded image.
