SUBSTANCE: image decoding device comprises an internal prediction module for performing an intra-frame prediction process on each of the processing units to generate a predictive image, when encoding mode for an encoding unit is an internal encoding mode, wherein each of the processing units is an encoding unit or sub-block obtained by dividing the encoding unit, wherein, when internal prediction parameter indicates horizontal prediction process, internal prediction module sums, in each row within a predetermined number of rows or rows located on the upper side of the processing unit, a certain value with a pixel signal value adjacent to the left portion of said processing unit, and outputs summation result as forecast value of predictive image.
EFFECT: technical result is to improve the quality of images due to the implementation of high-precision prediction.
