SUBSTANCE: invention relates to encoding/decoding images. image decoding device comprises: decoder which decodes the first information indicating the largest coding unit having the largest size for the image, compressed data associated with each of the coding blocks obtained by a hierarchical separation from the largest coding unit, second information about whether to perform the filtering process on the image, and filter parameters for the largest coding unit; prediction means for generating a prediction image; differential imager; decoder image generator that adds a difference image and a prediction image to form a decoded image; and filter that performs the filtering process using filter parameters on the decoded image and outputs the decoded image processed by filtering, the decoder decodes when the second information indicates that the filtering process should be carried out, the flag located for the largest coding unit and indicating whether the filter parameters are similar for the largest coding block to the filter parameters for the other largest coding block adjacent above or to the left, and when the flag indicates that the filter parameters are similar to the filter parameters for the other largest coding unit, sets the filter parameters of the other largest coding unit as filter parameters for the largest coding unit.
EFFECT: ensured quality of images by filtering thereof.
