SUBSTANCE: image decoding device comprises: a decoder, which decodes the first filter parameter information for the largest encoding unit to be decoded from the encoded data and decodes the second information indicating whether the filtering process should be performed with respect to the encoding unit separated from the said largest encoding unit; and a filter which, when the second information indicates that the filtering process is not performed with respect to the encoding unit, performs a filtering process on the largest encoding unit, excluding said encoding unit, with a filter parameter for the largest encoding unit and generates a decoded image, with respect to which the filtering process is carried out.
