SUBSTANCE: invention relates to image encoding/decoding for encoding a moving image with high efficiency. A loop filter module 11 performs classification into classes of a local decoded image, formed by a summation module 9, into one class for each encoding unit, having the largest size, determined by an encoding control module 2, and also calculates a filter which compensates for distortion applied for each local decoded image belonging to each class, and also performs a filtering process for said local decoded image by using a filter. A variable word length encoding module 13 encodes, as filter parameters, a filter, calculated by the loop filter module 11 and used for the local decoded image belonging to each class, and the class number of each largest encoding unit.
EFFECT: high image quality.
