SUBSTANCE: invention relates to the field of digital computing, intelligent computing systems and intelligent information-measuring equipment with stream processing of information in a fuzzy and intermittent computing environment and can be used both for creating intelligent virtual stream computing and information-measuring systems, the computing environment and information processes in which are caused by model and algorithmic closure, limitations of the physical environment, fuzzy and interleaved information environment, the exchange of energy and information, information uncertainty, and for the development and implementation of artificial intelligence systems. Method for constructing an intelligent stream computing and information-measuring system with a fuzzy computing environment based on an information model of an artificial neural network and a neuron and a flow model for obtaining results of calculations and measurements is: that the logical organization is implemented according to the principle of a multi-layer and multi-modular system, which includes a processor layer, a layer of modules for preparing input data streams and/or measurement streams as a logical data structure for corresponding streaming tasks, layers of active virtual memory for each processor element (PE) and groups of PE, layers of total active virtual memory.

EFFECT: expanding the intellectual capabilities of computing and information-measuring systems, improving reliability and obtaining adequate results in conditions of isolation, limitations, exchange and uncertainty of a fuzzy computing environment.
