FIELD: radio engineering and communications.

SUBSTANCE: invention relates to a system in which a terminal and a communication network are configured to support operations of suspending and resuming radio resource control. During the operation of suspending radio resource management, each terminal and communication network stores the corresponding radio resource management information, relating to the configured connected state of the terminal. Radio resource management information contains radio resource configuration information relating to a plurality of radio resources, associated with the configured connected state. In a radio resource management resume operation, the terminal and the communication network refers to the corresponding stored radio resource control information to resume the connected state of the said terminal. Method comprises the steps of: performing a call setup control process during the operation of resuming radio resource control, the process of establishing the connection contains a procedure for checking, whether the connected state is to be resumed according to the stored radio resource configuration information or it is necessary to perform the radio resource reconfiguration procedure to resume the connected state.
