SUBSTANCE: invention relates to the field of video encoding. Decoder comprises: an input for receiving moving image data in encoded form, including a plurality of frames in which at least a region is encoded using motion estimation; a motion prediction module for decoding frames or regions based on the values of motion vectors, wherein the decoding comprises: reading each of the indicators from header information, reading said parameter and interpreting the values of motion vectors accordingly, determining, on the basis of the read indicators, whether the values of the motion vectors of the corresponding frame or region are encoded with first or second resolution, and interpreting the motion vector values in units of fractional pixels if first resolution is indicated or in units of integer pixels is second resolution is indicated.
EFFECT: improved efficiency of video coding.
