SUBSTANCE: invention relates to a device for transmitting video data obtained by applying a predetermined opto electrical conversion function to input video data. Technical result is achieved by transmitting video data obtained by applying a given opto electrical conversion function to input video data. Transmitted video data are transmitted together with information on the permissible brightness translation range for a given portion of the screen. For example, a transmitting unit transmits a video stream obtained by encoding transmitted video data while simultaneously adding information on the permissible brightness translation range to the video stream layer. Receiving side receives video display data by application of electrooptical conversion function to transmitted video data and performing brightness translation process on each of specified sections independently in accordance with information on permissible brightness translation range.
EFFECT: providing reliability of peak brightness levels of monitors (client (CE) monitors).
