SUBSTANCE: invention relates to a transmitting device for continuous transmission of video streams of a plurality of services, particularly fixed images of a standard highly efficient encoding of video images (HEVC). Said technical result is achieved by the fact that the image encoding unit generates a video stream by encoding image data of each of the images forming the moving image data. Transmitting unit transmits the container in the specified format, to which the first video stream and the second video stream generated by the image encoding unit are continuously input. First video stream and second video stream consist of first-M-th streams from first-N-th streams (M ≤ N). Transmitting unit applies the fixed identifier to the corresponding first-N-th flows.

EFFECT: technical result is prevention of image loss in case of service switching.
