In the method, the device for encoding image data contains an image encoding unit, configured to classify the image data of each image into a plurality of hierarchies; encoding image data relating pictures in each of the classified hierarchies; dividing the plurality of hierarchies by a given number of hierarchical sets; generating a specified number of video streams containing encoded image data relating pictures in each of the divided hierarchical sets; wherein the image encoding unit is configured to perform encoding so that the decoding time of the encoded image data relating pictures in the hierarchical set that is higher than the lower hierarchical set is the average decoding time of the encoded image data relating pictures in all hierarchical sets below the specified hierarchical set.
