Transmission device comprises: an image encoding module configured to assign the image data of each of the frames constituting dynamic image data to a plurality of layers, encoding image data and generating a video stream comprising encoded image data, and to generate a single video stream comprising encoded image data for frames of each layer, dividing a plurality of layers into a predetermined number of layer sets and adding identification information for identifying an affiliated layer set for encoded image data for frames of each of the layer sets; and a transmission module, configured to transfer the container in a predetermined format, which includes the generated video stream; wherein the image encoding module is configured to add information about temporal decoding characteristics to the encoded image data for the frames of each layer.
