Proposed is a transmission device comprising in particular an information inserting unit, when the switchover part, where the sequence of transmission video streams switches from a first sequence to a second sequence having different frame rate than the first sequence, is provided for inserting display control information into at least encoded image data of a picture corresponding to the switchover part or into a packet containerizing encoded image data. Reception side performs picture display control by using the display control information, and provides excellent displaying.

EFFECT: technical result is displaying a moving image when the frame rate is dynamically changed.
