SUBSTANCE: invention relates to encoding/decoding images. Disclosed is a decoding device, comprising: a unit for generating candidates for information on movement in time for extracting from a image candidate for information on movement in time, having motion vectors and reference indices; unit for generating additional candidates for movement information to extract additional candidates for movement information having predetermined motion vectors and reference indices; unit for generating a candidate traffic information list for generating a traffic information candidate list, which includes candidates for movement information of a candidate for movement information in time and an additional traffic information candidate; a decoding unit for decoding an index of candidate determination from a bit stream, which determines one of candidates for information on movement in the list of candidates for movement information; and a traffic information selection unit for selecting one of the traffic information candidates in the candidate traffic information candidate list determined by the candidate determination index to use the selected candidate for motion information as motion vectors and reference indices of the prediction unit, which is an object decoding.
EFFECT: high efficiency of parallel processing of prediction data with motion compensation.
