SUBSTANCE: group of inventions relates to oil and gas industry, in particular, to mobile cutting tool for cutting of underwater tubular structure. Device comprises a tool housing configured to receive an underwater tubular structure in its cavity, an actuator mounted on the tool body on one side of the cavity, a nonrotating cutting member provided on the actuator. Actuator with cutting element is made with possibility of performing cutting movement through cavity containing underwater tubular structure. Reactive element is installed on the opposite side of the cavity of the tool body, opposite to the cutting element for application of reactive force to the underwater tubular structure during cutting. Reactive element forms part of additional actuator. Reactive element is provided on piston rod or threaded rod of additional actuator or is made integrally with said rod or rod. Additional actuator (150) is configured to open and close the cavity to receive an underwater tubular structure.
EFFECT: reduced cutting time.
