SUBSTANCE: invention relates to a method of simulating an optimal version of a topological arrangement of a plurality of interconnected subscribers on a given fragment of a public communication network. Method involves assigning priorities to information-interconnected subscribers and ranking them according to priority, ranking nodes and communication lines by significance, simulating an initial version of topological arrangement of information interconnected subscribers based on their priority, significance of nodes and communication lines, allowable intervals of mutual removal, forming a plurality of routes between information-interconnected subscribers taking into account a given structure of information directions, actions on selection of places for topological arrangement of information-interconnected subscribers are repeated until values of communication quality indicators of each information direction are achieved, and results are output.

EFFECT: technical result consists in determining optimum version of topological arrangement of a plurality of information interconnected subscribers on a given fragment of a public communication network.
