SUBSTANCE: invention relates to mobile communication systems. Technical result is achieved by forming a plurality of RAR messages, wherein each RAR message carries the corresponding uplink transmission permission (UL) for the UE to enable the UE to respond to this RAR message; for each RAR message, providing a specific RAR message for the time delay indicator in the corresponding UL transmission permission carried by the RAR message; configuring each RAR-specific time delay indicator so as to provide a time interval to the user equipment (UE) in which the subscriber unit (UE) is scheduled to transmit over the UL in order to respond to the corresponding RAR message; and sequentially transmitting a plurality of RAR messages to the UE before any response from the UE is received by the network entity over the UL.
EFFECT: technical result is to increase the efficiency of transmitting the random access response from the network entity to the subscriber unit.
