SUBSTANCE: invention relates to scalable encoding and decoding of video. Method of encoding an image in accordance with a scalable format, wherein said format uses a picture of the reference layer and a picture subjected to repeated sampling, image region for said image is encoded with prediction based on motion information, wherein the method comprises, for an image region for a repeated sampled image, steps of: determining a position in the reference layer picture using the position in the image area for the repeated sampled image; and determining a set of motion information predictors candidates, which includes a motion information predictor candidate, based on motion information associated with an image region belonging to the reference level picture.

EFFECT: high efficiency of encoding/decoding images by using corrected motion information.
