SUBSTANCE: disclosed is a dispenser for dispensing a sanitary roll of paper, comprising housing (10) for accommodating a paper roll, having supporting axis (12) for supporting a roll of paper with possibility of rotating, brake shoe (15) with contact surface (20) made with possibility of resting against paper roll face side, brake shoe is fixed with the possibility of movement relative to brake force control body, and elastic element (17) pressing brake shoe in direction of front side of paper roll. Elastic element elastic force is adjustable for braking force. Invention also relates to dispensing device, in which contact surface (20) of brake shoe (15) has first contact area (21) closer to top of supporting axis (12) when viewed in axial direction of supporting axis and further from supporting axis when viewed in radial direction and second contact area (22) farther from top of supporting axis when axial direction of supporting axle and closer to supporting axis when viewed in radial direction, to provide braking force, decreasing with reduction of diameter of reel during unwinding of roll.

EFFECT: disclosed is a dispenser for dispensing paper roll.
