SUBSTANCE: invention relates to decoding an image using encoding a prediction quantisation parameter. Technical result is achieved by the bitstream decoding in the decoding unit with quantization unit and to be decoded decoding unit with quantization difference parameter quantization and extraction, extraction of quantization parameter with prediction, summation of difference quantization parameter of decoding unit with quantisation, extraction of quantisation parameter with prediction using quantization parameters of two decoding units with quantisation, decoding a difference quantisation parameter at a decoding step such that a difference quantisation parameter with a smaller absolute value is given a shorter code length.

EFFECT: technical result consists in improvement of decoding efficiency with reduction of quantization parameter code size.
