FIELD: image processing means.

SUBSTANCE: invention relates to image encoding and decoding, in particular to, to the technology of image encoding and decoding using the parameter coding of quantization with prediction. Image decoding device comprises a decoding unit, a quantization prediction parameter extraction unit and a quantization parameter extraction unit. Decoding unit decodes the bitstream into a unit of the quantization decoding unit and extracts a quantization difference parameter. Quantization prediction parameter extraction unit extracts the quantization parameter with the prediction. Quantization parameter extraction unit sums the difference quantization parameter and the quantization parameter with the prediction and extracts the quantization parameter. Quantization prediction parameter extraction unit extracts the quantization parameter with the prediction using the quantization parameters of two quantization decoding units immediately preceding the quantization decoding unit to be decoded in the decoding order.

EFFECT: technical result is to increase the coding efficiency by reducing the number of the quantization parameter code.
