Technical result is achieved by the bitstream decoding in the decoding unit with quantization unit and to be decoded decoding unit with quantization difference parameter quantization and extraction, quantization parameter extraction with prediction, summing up the decoding unit with quantization difference quantization parameter, quantization parameter with prediction extraction using the two decoding units with quantization quantization parameters, the decoding unit with quantization unit, which is specified regardless of the decoding unit size.

EFFECT: technical result consists in increase in the image decoding efficiency due to the quantization parameter.
