SUBSTANCE: according to the method, the base station obtains two sets of radio configuration parameters, wherein each of the two sets of radio configuration parameters comprises one radio communication configuration parameter, values of one radio communication configuration parameter in any two sets of radio configuration parameters are different; from two sets of radio communication configuration parameters, a base station determines one set of radio communication configuration parameters for transmitting first system information in a first period of time; base station transmits, according to one set of radio communication configuration parameters, first system information in a first period of time through one frequency domain resource, wherein one frequency domain resource is in one-to-one correspondence with one set of radio communication configuration parameters in the first period of time, frequencies corresponding to any two frequency domain resources from one frequency domain resource are different.
EFFECT: providing fast and accurate reception of system information transmitted by a base station and high efficiency of accessing a cell for a terminal.
