in amount of 0.01–0.5 wt% of the total weight of the composition; emulsifier selected from lecithin, polyoxyl stearyl ether, caprylcapropolyl polyoxy glyceride, cetyl alcohol and cholesterol in amount of 0.05 to 15 wt% of total weight of composition; a thickener or a gelling agent selected from polyacrylates and xanthum gum in amount of 0.1–5 wt% of the total weight of the composition; a buffer, an alkalinizing agent, where the amount of the buffer or alkalizing agent is necessary to maintain pH in range of 4 to 9; preserving agent in amount of 0.1 to 2 wt% of total weight of composition; solvent in amount for addition of up to 100 wt% of total weight of composition. Also disclosed is a special case of making said composition.
