SUBSTANCE: image processing device comprises: a difference detection module for comparing a deliverable image divided into a plurality of blocks with the compared image on a block-by-block basis for detecting blocks having differences from the compared image as differential blocks from the plurality of blocks; a module for selecting differential blocks for selecting one or more units to be encoded and transmitted as one or more units of scheduled difference transmission from differential units; and cyclic blocks selection module for selecting one or more units to be encoded and transmitted as one or more blocks of scheduled cyclic transmission, from cyclic blocks, wherein the differential units selection module selects one or more units of the scheduled difference transmission from the differential units, wherein the total code value used to encode the corresponding one or more blocks of the scheduled difference transmission does not exceed the difference threshold.
EFFECT: technical result consists in enabling selection, as units to be encoded and transmitted, of differential units and cyclic units with a suitable code value.
