SUBSTANCE: device for encoding image data is proposed. The device comprises a quantization module for quantizing a block with an orthogonal transformation skipping, in which an orthogonal transformation process is skipped, using a quantization matrix containing coefficients having the same value. The device also comprises an encoding module for encoding block coefficients of the block with an orthogonal transformation skipping quantized by the quantization block.
EFFECT: improving the quality of the image by using a quantization matrix containing coefficients having the same value.
